Social Tenant Access to Information Requirements (STAIRs)

What is STAIRs?

The Social Tenant Access to Information Requirements (STAIRs) is a government policy designed to improve transparency and accountability for the tenants of social housing providers, such as PRHA. It has two stages.

From 1st October 2026 it requires that all social landlords provide certain information to their residents about how they operate, how they spend money, the homes they manage, their performance, and the services they provide. A large amount of the information required under STAIRs is already available on our website, but to make things easier to find we’ve gathered and organised the STAIRs relevant information below with links to the relevant pages on our site or to downloadable documents.

From 1st April 2027, residents will be able to make individual requests for specific information about their housing, and landlords must respond within 30 days. This requirement is similar to the Freedom of Information rules that apply to councils, so it applies to data relating to PRHA as an organisation and not to your own personal data. Requests to access your personal data will be handled under our Data Protection Policy.

The Government published the final STAIRs policy statement in September 2025, with the publication scheme requirements taking effect from 1 October 2026. We will continue to update our website with the latest information.
